Implementation and Project Management of EHRs

As the Quality Improvement Organization (QIO) for South Carolina, The Carolinas Center for Medical Excellence (CCME) had previous experience in this area and performed the Centers for Medicare and Medicaid Services (CMS) 8th scope of work Doctor’s Office Quality-Information Technology (DOQ-IT) () project. Through this project, CCME recruited primary care providers across the state and provided consulting and EHR-based quality improvement services. The lessons learned from the DOQ-IT project were used to maximize the effectiveness of the SC Extension Center services.

The CITIA-SC Center deployed a two-tiered services model offering:  1) pre-EHR adoption services including practice assessment, system selection and implementation support, and 2) post-EHR adoption services including support for EHR system optimization, achieving meaningful use and connecting to the health information exchange. The EHR consultants created a practice-specific work/action plan and performed onsite visits to practices for purposes of assessing the practice, performing workflow analysis, providing consultation as well as coaching the practice through the EHR adoption and/or meaningful use.
