RPMS Pilot Program

The Research Permissions Management System (RPMS) is a novel and comprehensive mechanism for electronically capturing and managing informed consents, research authorizations, and patient permissions in both clinical care and research settings. RPMS addresses the challenge of patient trust and research participant recruitment by replacing current paper-based methods and simplifying the collection and management of informed consents and research permissions that accrue to an individual through their direct and indirect interactions with the research enterprise.

Why Are We Doing It

All clinical studies are legally, and ethically obliged to collect informed consent prior to enrolling participants in their study. In addition, participants must authorize researchers to use their protected healthcare information due to the Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule. The traditional method of collecting both consent and privacy authorizations is through the use of paper forms. RPMS replaces this process with an electronic consent management system, which supports electronic signatures.  

The RPMS project was supported by a "Grand Opportunity" grant (#RC2LM010796) from the National Library of Medicine at the National Institute of Health to HSSC.
