South Carolina (SC) is uniquely positioned with respect to health information exchange (HIE) in that statewide core software architecture was developed prior to the award of the HIE Cooperative Agreement. South Carolina Health Information Exchange’s (SCHIEx) platform was pioneered between the SC Revenue and Fiscal Affairs (RFA) and CareEvolution, resulting in perpetual software licenses being issued to SC for the vendor product. The federated model used was built on a solid foundation through the SCHIEx robust Master Patient Index (MPI), its Patient Identifier Cross-Referencing (PIX) registry for patient identification and its record locator service. SCHIEx currently has health records for nearly a quarter of all SC residents. Providers utilizing robust exchange also have bidirectional exchange capabilities with the state immunization registry and exchange capabilities with the Georgia HIE, as well as the Charleston VA HIE through SCHIEx via the eHealth Exchange.
